Your Help Is Needed in SUPPORT of Rescission
Since 1911, California has passed 7 applications asking Congress to call a constitutional convention under Article V—the most memorable being Gov. Newsom's 2023 application for the ostensible purpose of proposing a gun control Amendment to the US Constitution.
On June 16, and thanks to our liberal allies, SJR 1—rescission of all California's Article V convention applications—passed the California Senate 28 (Yea) to 0 (Nay). It has now advanced to the Assembly Judiciary Committee, and a hearing is scheduled for next Tuesday.
We need your help! A unanimous committee vote would help usher Rescission through the full Assembly. Please write a letter and leave phone messages for the 3 committee Republicans, to let them know that any application on record could trigger a convention which would risk our Constitution.
Nothing is more important than Rescission. If SJR 1 passes the Assembly, California will be the 16th State with no application on record. When we reach 17 States, there won't be 34 States left to count!
Talking Points are the same when writing for rescission as when writing against applications—only we're asking the Assembly Members to Vote for Rescission (rather than against an application).
Let's go get 'em!
The Legislation

Please call the 3 Republican committee members and, in a brief sentence or two, let them know why they should Vote “YES" on SJR 1—rescission of all California's previously passed applications asking Congress to call a convention under Article V.
It's important to make these calls and write. We haven't educated California legislators on the issue since 2016, when we defeated a Convention of States application. If the Republicans don't understand the dangers of an Art. V convention, their tendency would likely be to reject any bill sponsored by Democrats!
Messages may be left after hours. And each call should take only a couple of minutes. It's super easy. We called during office hours and found the staff receptive.

Suggestions for Short Calls
Please select just one message per call or write your own. Leave your name and ask them to Vote "YES" on SJR 1 (Rescission). If you're a Republican or conservative, tell them so!
1. State Legislatures can't control Delegates to an Art. V Convention.
2 There's no such thing as a limited convention.
3. Delegates to a Convention called under Art. V would have more power than state legislators and Congress put together. They could rewrite our Constitution!
4. Congress has never called a convention under Article V. No one knows what will happen.
5. We need to rescind all California's applications so they don't inadvertently trigger an unlimited convention.
6. James Madison, Father of our Constitution, "trembled" at the prospect of a 2nd convention. He was well aware of the dangers.
7. Alexander Hamilton said he "dreads" the consequences of another convention because the enemies of the Constitution want to get rid of it.
8. This is not the political environment to be having a convention.
9. Justice Scalia said, "I certainly would not want a constitutional convention. I mean WHOA! Who knows what would come out of that?!"

If you have time, you can write them individually. Or copy the addresses below as a block into “BCC,” and copy your own address into the “To” box; and place the bill# and description on the subject line. Something simple like "Vote Yes on SJR 1 (Rescind Art. V apps)" will work.

"State Legislatures cannot dictate Amendments to be considered at an Art. V Convention" shows that lobbyists' assurances that Congress can't call a Convention until they receive applications from 34 states asking for the same Amendment, are false. A proposed Congressional "call," H.CON.RES. 15 (2025), proves that Congress might count all applications together—including applications on any subject, centuries-old, unconstitutional, and obsolete applications—to reach the 34-State threshold. This contradicts what convention lobbyists are telling State Legislators to get their votes on the applications.
"State Legislatures have no power to select & control Delegates" shows that Congress decides the number and selection process for Delegates. Furthermore, Delegates have the "self-evident" Right "to alter or to abolish” our existing "Form of Government," as expressed by the Declaration of Independence, 2nd para. So, no one has power over Delegates!
The “Brilliant Men” flyer shows that James Madison, Alexander Hamilton, four US Supreme Court Justices, and other jurists and scholars warned that Delegates to an Article V convention can't be controlled.
"What the Convention Lobby Isn't Telling You About the Declaration of Independence” shows why Delegates to an Article V convention have the power to throw off the Constitution we have and write a new one, with a new and easier mode of ratification.
"WHO has the POWER to do WHAT under Article V..." shows that the only power State Legislatures have been granted by the Constitution respecting an Article V Convention is to apply to Congress for Congress to call the convention. Period. The 2nd page exposes a number of myths fabricated by the convention lobby.
"COS Board Member shows that an Art. V Convention (A5C) can result in a new Constitution" highlights the fact that Convention of States (COS) board member Robert P. George has already co-drafted a new constitution which grants massive powers to a new federal government & imposes gun control with red flag confiscations! It shows why an A5C provides the opportunity, under the pretext of seeking amendments, to replace our Constitution and its ratification process.
